They have a lack of resources (light, water, drains) and material control. Poor people born in Lima could live almost 20 years longer than people that were born in the southern highlands. Transportation is very expensive to get to where they live (mountains surrounding Lima). They search for food anywhere, there are days they don't have food to eat. Very importantly, they don't have the support of the government (Importantly president Humala), that means the government systems are weak. (My opinion) If you are used to being poor, you don't want to make your life easier/better.

In math, 28.2% students showed that they had learned, 59.4% students solved easy questions and 12.4% students dod not solve any mathematical sentences/problems/operations. - Public education is not good enough and is not completely free.
